Robot not in setup mode
The app can only find a robot whose Wi-Fi light is flashing white, Shark's "setup mode". On the IQ family you enter it by holding DOCK and CLEAN together until the audio prompt.
Wrong password, or a network the robot cannot see
Shark's light chart tells the two apart; a red "!" with the Wi-Fi light flashing red is a wrong password, a flashing "!" with a steady red Wi-Fi light means the SSID cannot be found.

HOW TO FIX IT
Put the phone on 2.4 GHz with no VPN
Connect the phone to the 2.4 GHz network you want the robot on, not the 5 GHz variant, and turn off any VPN or proxy before opening the SharkClean app.
Put the robot in setup mode
Hold DOCK and CLEAN together until you hear the audio prompt; the Wi-Fi light should flash white. Then follow "Add a robot" in the app while the light is still flashing.
Reboot the robot the Shark way
Take the robot off the base, hold DOCK for 5 to 7 seconds to power it off, wait 10 seconds, hold DOCK again to power on and place it back on the base.
Forget the Shark network on the phone, restart the router
Turn the phone off, wait 30 seconds and turn it back on, find the Shark network in its Wi-Fi settings and choose Forget Network, then reopen the app; if that fails, unplug the router for 30 seconds and give it several minutes to reboot fully.
Read the lights
Red "!" with Wi-Fi flashing red, the password was wrong. Flashing "!" with Wi-Fi steady red, the network name cannot be found, so check the 2.4 GHz band is broadcast. Both flashing red together, it cannot connect; go back to step one.
Turn Wi-Fi isolation off and move the base into signal
In the router settings, make sure Wi-Fi (AP) isolation is off, as the IQ guide requires, and keep the base where the signal is strong; a dock at the edge of coverage drops the robot offline after every clean.
